Why have majority districts at all?
They should all be entirely based on population density, not skin color. Some will be majority White, some majority Black, some totally mixed, and so on.
Completely reflects the makeup of the district as a whole.

Because minority groups will have absolutely no representation. Republicans are not content with allowing majority minority areas to have representation. They gerrymander and divide up those majority minority areas.

Well yes, that's true. My admittedly-rosy scenario included the outlawing of map gerrymandering. They are obscene.

Yes I think it's impossible to avoid some strategic redistricting based on population.

In other words, it 40% of the voters in a state are Democrats, they should have 40% of the representation.

And by race/ethnicity. I think it's important that minority groups are proportionally represented.

Unfortunately, creating a fair and balanced represenation map might require a little more effort than blindly drawing lines...but not as much effort that Republicans use to completely erase all minority representation.
