There are old factory sites, old apartment buildings, old malls, all sorts of now worthless property where good affordable housing could be built. States have the money, but they piss it away on business incentives rather than the needs of their citizens.

Unfortunately, it's not that simple. If it were, it'd be done in many places. Most of the older buildings will have asbestos and lead paint. Old factories invariably have levels of toxins, contaminants that aren't legal today. Remediating that is hugely expensive. NJ's loaded w/such sites.

True, but in most cases the remediation has to be done anyway. And the EPA has funds for cleanup.

Hell, you could turn an empty mall into housing. And there are many of those.

Does it? Worked in RE, building, corporate, etc. Personally know people who bought properties they didn't know where so polluted. Rehabbing doesn't happen because the costs are so high. Any mall built before say 1985 will be loaded with asbestos and lead paint.
