In Nazi Germany, there was the Gestapo. They looked for danger everywhere. You were advised to cooperate if they were investigating your neighbors, lest you be next. But now, thanks to the Internet, regular people can tattle on ANYONE, ANY TIME, and there are NO REPERCUSSIONS. It's despicable.

Can the system be overwhelmed by reports? Hypothetically could all the legislators be reported as suspected trans people?

Theoretically. But to what end? It won't change a single mind that bought the system into being in the first place, or that of anyone dumb enough to lodge a "valid" complaint. These people want to HURT TRANS PEOPLE and they will use every tool at their disposal to do it.

To get them to back down and admit that it’s stupid (at the same time working for their removal)

Unfortunately, we tech folks have had a lot of practice in keeping systems running even through the worst torrents of traffic. I'm not sure you can really bring it down, unless the resources were not properly sized for the traffic.
