It is truly a “tribute” to the culture and education of the U.S. (and the intensely busy lives we lead) that many of us only *start* to think about November general elections (and much more so their outcomes) that will shape ours and future generations’ lives…in OCTOBER.

I think it goes for most democracies. Everyone wait until the last moment to see "what happens " and let that sway their vote.
This allows for both vote buying by the incumbent as well as "October surprises"
If you pay attention the rest of the time, you would already know what to vote for
