I take your point. However, the people that the police interact with also lie, and sometimes there needs to be a way to independently verify the truth.

Yeah, why is up to the discretion of the police officer to turn them on?

Also, they sometime deliberately obscure the view of the camera by covering it somehow or have another office stand in front of them.

The real problem, it seems to me, is lack of accountability.
