Many ways to see it

1) They are already
2) When they are called such by the targets
3) When the target calls them out and says that further such action will be considered an act of war, and they still keep doing it

All valid points. And another is who is doing the cyberattacks. Even if state sponsored, proving such could be difficult, which is the point. Plausible deniability is the new normal. "It's just greedy individuals!"
