Videos of flashing lights during an earthquake were not proof that "HAARP cause earthquakes". And no, HAARP cannot cause quakes.

Video of a "mysterious aerial phenomenon" is not linked to the Turkey-Syria quake in February 2023.

It was filmed in Kazakhstan in 2022 and appears to show a rocket launch.

Video of a strange object in the sky was not filmed shortly before the Turkey-Syria quake, nor it was linked to HAARP.

It is footage of a SpaceX rocket launch in 2018 in California.

An orange disk-shaped cloud filmed weeks before the February 2023 quake was not caused by HAARP.
