As a business owner, I have a tip for you: If you're unhappy about an online service, *do not* call your credit card company or PayPal and initiate a chargeback for the fees you paid.
Reach out to the business first. Chances are they'll try to fix what needs fixing or simply issue a refund.

Initiating a chargeback will just cause overhead and need more time to get resolved.
I mean, if you want to cause them some grief, do the chargeback. If you want your money back (and fast!), just tell the business. It's sooo much easier to issue a refund than to deal with a PayPal chargeback.
