These states will have higher death rates, fewer people moving there, and fewer large businesses entering because of this policy.

I think they are lucky the drop is only 10%. For OB/GYNs that are starting on their careers, no need to make things more difficult. Even if they pick one of those states because it was the only choice, I'm guessing they jump states at first opportunity.
