and Obama made good use
of what #biden brought
to the Administration.

Right now, institutional wisdom is needed. How to navigate, how to get laws in place, how to negotiate etc.
President Obama was awesome, but that's when we should've codified a lot of things. But he didn't know that in his first 2 years of Majority.

Obama was in government from 1997-2005 before he became President. First as a state senator then US senator. I wouldn't call that not having institutional wisdom.
