I understand not wanting to be photographed by the paparazzi. But after what happened to his mother, why would Harry allow his driver to participate in a high-speed chase? (I understand the pap is to blame here, but.... still... why???)

All the facts aren't in.

It's been reported that the cars chasing them went up on sidewalks & ran red lights and attempted to block their vehicle.

They couldn't know if those chasing them wanted pictures, or wanted to harm them.

Why are you blaming the pursued instead of the pursuers?

Tone is hard to discern in text, so please don't misunderstand. I'm not trying to be harsh, but you questioned Harry's choices, especially in light of his mother's death.
It's a little like blaming the rapist, but asking the woman why she put herself in that position.

Anytime one uses the word “but,” one is very clearly putting blame on both sides. You did a very good job of blaming Harry … twice. “I understand the rapist committed a crime, but why was she walking walking home alone?”
