I'd guess the goal is leverage. These countries will be weak, in debt to China, and that means China will be able to exert more influence over them. Imperialism without actually invading.

Debt is a potential way for a strong country to cripple a poor one- see what France did to revolutionary Haiti.

I'm not sure how "voluntary" it is. A lot of these countries are poor. Likely struggling to build desperately-needed infrastructure. And if they don't take China's "help", their neighbour will, and gain an advantage- or so it appears.
