All Australian documents only require a *head shot* (licence, passport etc) for facial recognition. If you don't follow strict photo criteria your application is rejected = more fees. Submitting a nude for documentary purposes would be taken very seriously here - not simply instigate "reminders".

I have no idea what's going on in that state. If they need a photo, the state should be doing it. I am beyond shocked that this is happening. What is going on?

I agree. It's just weird. Most offices for documentation and forms of ID actually take the photo, or in the case of passports, you can do them at a post office here, and the PO does the photo "in house" as they say.
