If the average military/civilian did this they would not see the light of day till the day of the trial and they would not be able to move freely because they would be in shackles.

I agree, but I did hear someone explain that since he has a Secret Service detail, he spends every second of his life in the custody of law enforcement, so it is harder to argue for pretrial imprisonment. His movements are planned and they would know if he tried to run.
