1. Hydrangea should be fine. We've had a couple of really hard frost after leaves started. Some were frost burnt, but overall the plants are doing well.

2. Sure, why not? I've done that. Just don't let them get too stringing/leggy.

Yes. Waiting. If it's accepted, you may wait a year before seeing it published unless it's a small online journal, then it can be a matter of a couple of months.

It depends on the journal. It can be anywhere between 2 weeks and 6 months. Some take longer. I once received an acceptance in 45 minutes and a rejection in less than 2 days.
