I haven't heard of a single place where housing first hasn't worked. It would work everywhere if people's attitudes weren't punish the poor and NIMBY.

Another huge hurdle would be let it succeed. People will jump all over the first media report of a case where there was a problem, saying "see, it just encourages lazy, good for nothing bums - cut funding now!". Western society needs to have a longer range vision. But corporate greed stops us.
