In the aftermath of a sexual offense, the state should step in and protect victims from further abuse: who else better to do so? But state efforts on deterring others from committing the same crime are failing 93 to 95 percent of the time. /1

Not only are sex offender registry laws very expensive, they also don't succeed in their mission.
