Working with CYSHCN I hadn't considered the implication that by saying special needs we are suggesting that they are getting something extra when really we're trying to make things easier and inclusive.

That's an interesting idea.

Special Education teacher here. "Special needs" is about equity, not equality. Accommodations are offered based on professionally diagnosed challenges and level the playing field, they do not move the goal post closer.
