If the inhabited territories plus DC became states, the US flag would have 56 stars. There would be 112 Senators, and probably 444-445 voting members of Congress, based on population.

The expansion of democracy and equity? Immeasurable.

This is based on the average population per member of Congress being between 7 and 8 hundred thousand, currently. By that measure, all except Puerto Rico would get one, and Puerto Rico would be between 4 and 5. Plus two Senators apiece, of course.

Hardly more than the existence of WY and VT is unfair to CA.

The whole purpose of the Senate is to give each state equal representation regardless of size, with the House being representative of population.

You can argue its unfair, but that's an argument against the entire existence of the Senate
