For number of years, all schools (early childhood through high school) in my district provided breakfast and lunch to all students (some got supper in a specific afterschool program). The neighboring district only provided it to students whose families could prove need (based on fed guidelines). /1

/2 ... Once the logistics were worked out, it was a better system for all around - the families who didn't have to be embarrassed to apply during open registration and the administration who cut down on their paperwork. It also saved all the families money and time in the long run.

“In need” is just another costly scam to keep poor people poor and encumbered with paperwork.
