A SC Justice was impeached (1804) but not convicted at a time when a lot of the founding fathers were still alive so I think it's safe to say Congress can regulate the Court. If they can remove you, they can tell you what are grounds for removal.

Justice Kagan is right. The SC does not exist in a vacuum. The three branches exist for checks and balances on... all three branches of government. Justice Alito doesn't understand his assignment.
