So gasoline prices are going up, in part, because the refineries can't function at full capacity in the extreme heat which is caused, in part, by climate change which is caused, in part, by years of burning gasoline. Do I have that part right?

Also, we haven't built a new refinery in, I think, 40 years. If any refinery has to shut down any part for, say maintenance, which is required, that limits the amount of gas they can produce.
