Simple answer, no, he didn't. He followed the stated desires of the 30K people who participated in his poll in the pre-registration phase. The TOS is the TOS. If anyone is at fault, it's the ones who signed up and clicked "accept" without reading it.

I participated in the poll and I voted against having explicit content, by which I understood spouts with nudity and sexual images. Linking to romance books may be considered a gray area and as such, there is absolutely nothing wrong with tweaking the TOS for better clarity. I think he overreacted.

Agreed. She didn't ask for explicit content, she asked for clarification on whether discussing explicit topics in non-sexual contexts works be penalized or not.
