I was a nurse when the HIPAA law was enacted. Can some smart lawyer on here please explain it to me how state law passed by religious zealots to obtain the health information of women and transgender individuals usurps federal laws. It goes against every inservice I have taken.

Aren't these laws asking for reporting outside of a hospital setting? HIPPA only covers hospitals & clinics. If your coach or teacher asks HIPPA doesn't come into.play.

The states are asking for medical records created in healthcare settings. It’s not just a form that you fill out and give to the coach.

Well that's against HIPPA rules. Except HIPPA isn't a law. The only recourse under HIPPA is civil. I don't agree with states being allowed to collect medical records. It's a betrayal of confidence on a level with priest/pennant and it could cause patients to lie to doctors.

HIPAA is definitely federal law. Yearly inservice on the subject since 1996. What can be done to enforce said law?
