After reading the article, I missed that as you step off the stairs onto the ramp, it's not flat. Good point.
Imagine going up that with crutches

I would have fallen on my bum for about 5 different reasons! As a wheelchair user now I'd be terrified of getting stuck or tipping with no railing.

Ya, it does not look safe. A little too much speed and they're off.
No way could that be done here, with the snow we get.
No handrails.
Not enough visual different between the stairs and ramp...
I don't know...
