While the Standing Rules of the Senate can theoretically be changed by a simple majority vote, all it takes is opposition to a proposed change to then force debate (filibustering), which then takes a supermajority of a 2/3 vote to overcome.

Filibustering is a long-standing double-edged weapon.

The Dems have the Senate majority. Can someone explain why they can’t just amend the rules that allow a single senator like Tuberville to place holds on things like military promotions? What is keeping them from doing so?
