Can't go wrong with Smitten Kitchen's recipes! I usually swap in chocolate chips and dried cranberries in place of raisins, but otherwise, I follow this -

The key to a soft, chewy cookie is to use both brown sugar and baking soda. The acid in the brown sugar reacts with the bicarb to produce CO2, which puffs up the dough. Baking is all about chemistry! It also helps to chill the uncooked cookie dough for an hour before baking, to prevent spreading. 😉

It may not be chewy enough, but I've always liked the oatmeal cookie recipe that is [used to be?] on the Quaker Oats box. My mom would add chocolate chips. I loved those cookies.
