This one is easy:

People with little or nothing have a LOT more to lose when hit with a shoplifting charge. Well-off white people have an arrogance born of privilege, where they assume a slap on the wrist and to be sent on their way. You see the same thing driving the freeways with speeding.

That doesn't seem to explain why they shoplift in the first place. It's not out of need, so I wonder what? Even if they can get away with it, I still wonder why they do it. Little thrill? Feeling owed?
