The grocery business is a low profit margin business, yet Loblaws Companies have enjoyed unusually high profit margins.

Is this due to gouging or their scale as one of the largest grocery chains?

Not just 'unusually high profits', based on the article, but profits that far surpass their profits of years past. Hard to see how that can be anything but price-gouging.
