speaker, does that only apply to the majority members, i.e., the R members, or can anyone call for it?

It is my understanding ANY member can make the motion but since the Republicans are the majority, the Democrats aren't going to do it.

Well, the main reason would be that they would lose the vote. But the Republicans would say it was political and say that is all Democrats are interested in, not that we want something done. Maybe if people see Republicans do nothing they may vote Democrat to get something done.
