This isn't my area of expertise, but "no bolts installed" sounds like a bad way to keep something attached to another thing so the whole thing doesn't crash to the ground.

It would seem to me that a company the size of Boeing would be able to track the technician & the individual bolts they installed on every single product they produce.

If that is not true, the FAA needs to demand Boeing improve their quality management systems in order to maintain compliance.

Every branch of the US military should be checking every bolt on every Boeing product that was delivered to them.
