So if he declares bankruptcy, does that give him a chance to keep his properties? Or can they still sell them off to meet his obligations?

No, bankruptcy declaration is you tell the federal bankrupcy court, you cannot honor your debts. Then everything will be liquidated (sold) supervised by the federal bankruptcy court, to cover as much of your debts as possible, according to guidelines of priorities, so taxes always paid first :-)
