Can someone explain to me how an 1864 law - which must have been a law under the Confederacy - can still be valid when the territory no longer exists?

Arizona was not under Confederate control, although Confederate Texans occupied much of New Mexico until their defeat at the Battle of Glorieta Pass, March 1862.
