We have experienced peaks in energy bills too.

My idea to help this is that consumers should be able to set a limit for how much they can pay for a single month and if the bill amount peaks above that, the excess gets automatically spread to cheaper months.

We have that in Ohio, they average the bill and send you the refund in May

We have free energy market: you can buy from any provider in the grid, and some products follow the hourly changing energy pool price. These are the cheapest by average but fluctuate heavily and the price is highest in the winter when the consumption is high and both wind and solar are out.
