Why do some people hear "all men" when what was actually said is just "men?"

If I say I want to eat French fries, do you assume I'm going to eat every French fry on earth? Of course not.

hm. generally speaking, if people talk about a mass quantity with no qualifier it is understood to be a statement about that inherent thing.

“Milk is bad for you.”
“Money is the root of all evil.”

it’s not usually heard as “some kinds of milk” or “some money but not others”
