The US is a country that loves litigation. Is it weird to anyone else that no community organization has ever sued on behalf of tax payers to keep payouts from police brutality/violations from coming out of tax dollars and instead come out of the pension fund?

I do believe there has been attempts at legislation but the police union is STRONG and lobby them away.

All I can find are bills that attempt to increase transparency about payouts for misconduct and bills to appoint independent auditors. Nothing about bills proposed that would take payouts directly from police or even from the dept. budget.

Not really, at least for me. The police are revered in America, especially after 9/11. They are also the only entity that can apply legalized violence to the populace. "Best to stay on their good side." White America thinks it's safe, just stay cozy, but the cops are a tribe unto themselves.
