Why aren't fines scaled with a rulebreaker's wealth?

$9,000 is NOTHING to Trump. It's not a proportional punishment. He's intimidating witnesses and jurors. And now he'll just keep doing it.

He says he's worth $5 billion - so a fine of $90,000 sounds more appropriate, no?
