It is designed.

It either advances public purposes or it serves the monied interests.

I like to use "Little House on the Prairie" to show people what actual free markets - e.g., small scale family farming - and captured markets look like. The Ingalls were farmers and they were not rich. The Olesens were monopolists and were rich as all get out.
