There are limits to what the federal govt can do to corrupt state legislatures. States rights is a real thing. That's why I asked a politician who should know these things.

My experience in corporate America says to follow the money. Bad behavior should be expensive.

I think gerrymandering also plays a role. That's how you end up with 60% of the votes and 40% of the seats (tyranny of the minority). Fixing is obviously difficult since the gerrymanders like it the way it is.
