If you're yelling at your dog to stop barking, then your dog thinks you're barking too, thus reinforcing the behavior. Instead, stay calm, clap your hands to get his attention & then call him to "Come" to distract him from barking. If you're calm, your dog will be calm!

Praise them & pet them when they aren't barking, too. Positive attention motivates.

Exactly spot on! But timing is everything. Don't pet and praise right after they stop barking because then they might think if they bark again, they'll get more pets and praise. Catch them when they normally would have barked but they didn't. Associate the not barking with the praise.

Any tips for quieting dogs next door? My neighbors either ignore their multiple dogs or aren't home when they get into barking sessions.

Depending on how far they are from you, you can try one of the high pitch frequency correctors that only dogs can hear. It doesn't hurt them...it's like nails on a chalkboard for people. But it gets dogs (some, not all) to associate the irritating sound with barking, so they stop
