For those familiar with homelessness in the 9th Circuit, Oregon has codified the Boise ruling, giving cities until July 1 to designate an area where unhoused people can rest and sleep (and in return the cities can enforce no- camping restrictions elsewhere).

I cover a small town called Brownsville (it was the primary locale for “Stand By Me”). At first, the city ID’d a bucolic parcel near the local rural fire district. Next, they considered setting up near the waste treatment plant.

But because the city is resentful for having to do this (their ordinance declares the legislation unconstitutional despite SCOTUS denying cert & having a second case even strengthen its underpinnings — that not allowing people to sleep if they have nowhere else to go constitutes cruel and unusual
