Their end goal is to destroy the public education system entirely, so only those wealthy enough to afford to pay for their kids to get a private education get one. It guarantees a poorly-educated underclass they can pay very little. It sucks, but it makes sense.

As we're seeing with the idiotic Ivy Leaguers in the Republican party, attending an Ivy League school (for many) often means that the family had the money to pay the tuition (and probably make a nice donation, too). It isn't where you go, it's how you apply yourself and what you take away from it.
