I know most of us swear during four phases:
1. During normal convo.
2. When somebody pissed us off that badly to where a C-bomb is dropped.
3. During sex
4. If you stubbed your toe, hit your knee off the desk, or passed a silent but deadly AND you're home alone.

Likewise there a four phases where people don't swear.
1. In church (or any other religious institution)
2. In a hospital
3. around our parents/grandparents
4. around children

An addendum, strike the hospital as people (and I hope children don't curse) will swear. For example Obstetrics when there's a natural child birth.

Childbirth and the like feels arbitrary tbh. People swear in hospitals. I have sworn as an employee, a patient and a parent of a patient in a hospital. It happens. Often without thought because people are processing much more important things.

I was shocked when I heard a friend curse around her mother (we were 20 something)

You are correct
I think we have to add school &library

But yeah out with your friends cursing is fine

An occasional #%&$ used as an expletive, adjective or adverb not a noun (you ____)

If you are an adult and you use it to prove you can curse where you want…ok…but your results are your results

True true, there are those exceptions, like giving birth in obstetrics and cursing out the nearest person.
