I think it’s an accipiter meaning Cooper’s or Sharp-shinned Hawk. @Maikel is a birder. Maybe he can confirm &/or narrow it down.

I'd say Cooper's, especially if he's thinning out the local pigeon population

Oh, yes on the thinning out local pigeons. The past few weeks we've had carcass remainders to clean up.

Not the best angle. But without seeing the wing, a red shouldered hawk would be my first guess.
