For clarification Nebraska, Iowa, Kansas, and South Carolina – argue they have standing because the law forgiveness program will reduce their tax revenues.

And Missouri argues it has standing because it created and controls the Missouri Higher Education Loan Authority (MOHELA)

I've read that among some states that don't automatically conform to the federal tax definition of adjusted gross income, their plan is to tax the forgiven amounts as income. But the Dept of Ed has the instruction to not report the amounts to IRS or borrowers, so those states are kinda SOL.
