I lived in rural Japan for 3 years. There wasn't a huge western foreign population there. At times I felt like a celebrity. At times I felt at risk because I was a woman. Once I was yelled at because I am American (for nuclear bombs). I was never at risk because of the color of my skin.

Not my experience. While living in rural Kenya, I regularly rode busses with my machete. I was once told by a fellow rider it’s illegal to carry machete’s on public transport. Someone commented you’re white, don’t worry about it. I was in fact never stopped.

As to why I had a machete, it was rural Kenya everyone carried machete as a tool not as a weapon, just not on busses or matatus.

I’m sorry but the reality is that’s not a thing in this world. The overall ruling power in the world is white and therefore affects all subgroups. Recognizing this and then addressing your own biases, changing behavior and working to educate others is key to reducing racism. THAT is a fact.
