The pattern appears to be the number on the circumference times 3 equals the number on the opposite side of the circle. So, 5 x 3 = 15, 8 x 3 = 24, and # x 3 = 12.

It has to do with the direction of the multiplication/division. The larger numbers are on top, smaller on the bottom.
