Currently, voter registration info is generally treated as public information available by request. Sometimes a 3rd party has to pay a fee to get a download of the bulk data.
Some 3rd parties then post all of the info online (if allowed by state law). Some use it for marketing (campaign or other).

When I was a poll worker pre-Covid we were required to post the pages of voters registered to our district next to the front door of the polling place so anyone could see who was registered there. It listed everyone’s name and address
