this law wasn't passed for the benefit of paper carriers, babysitters, pet & plant sitters, snow shovellers, helping neighbors with yard work, or working at local ice cream stand. this law was passed so that industrial employers like meat packers & agribusinesses who have been understaffed /1/

due to immigration crackdowns & covid death can fill their ranks with undocumented children, foster children who have aged out of care, runaways & other children seen as "disposable" & without advocates. these kids will work dangerous jobs with no safety protections so that they can survive /2/
