When their chosen guy is the actual incumbent.

Why would they pay to potentially strip support from their guy?

Technically, he's not the party's nominee until the convention. Others are free to run against an incumbent, but they won't have a future in the party. Outsiders can try, but no party has to accommodate them. It's like debating a creationist, their main goal is to get on stage.

That said, you are correct it is not in the party's interest to accommodate competition, nor should they. Plenty of ways other candidates can reach voters. Debates are mostly symbolic anyway. Finally, Ted Kennedy helped sink Jimmy Carter's presidency by his failed challenge. People remember.
